Monceau Real Estate has proposed the Bloch Naranja Estates in Miami-Dade County.
A developer has proposed an 8-story apartment complex featuring workforce and affordable housing in the Naranja neighborhood of southern Miami-Dade County.
Naranja Development DE LLC, an affiliate of Bay Harbor Islands-based Monceau Real Estate, filed a pre-application with county officials for the 2.03-acre site at 26710 S.W. 144th Ave. The developer purchased the vacant property for $1.6 million in 2021.
It’s located two blocks east of U.S. 1/South Dixie Highway, near the South Dade TransitWay, a dedicated bus lane where the county is building a bus rapid transit system. The county rezoned the the land along this future public transit system to encourage more development. More people are moving further south for less expensive rents as prices for apartments surge in the urban core.
Totaling 231,650 square feet, Bloch Naranja Estates would have 197 apartments and 230 parking spaces, most of them in a four-story garage. There would be 45 spaces ready for electric vehicle charging in the future. Amenities would include a ground-floor pool, grilling areas on the roof, and a 3,200-square-foot clubhouse with a gym and community center.
Julien Haccoun, a co-founder of Monceau Real Estate, said Bloch Naranja Estates would be 100% workforce or affordable housing and he’s not seeking public subsidies. The developer intends to partner with the Naranja Community Redevelopment Agency (CRA) and aims to employ local workers in the construction.
“Miami-Dade County is the least affordable county in the United States, with more than 62% of the households being cost-burdened,” Haccoun said. “We have experienced a surge of construction in the wealthier areas of the county. However, very little attention has been given to our middle- and working-class communities.”
They hope to complete the project in the third quarter of 2024, he added.
Units in Bloch Naranja Estates would range from 650 to 1,275 square feet. There would be 94 one-bedroom units and 103 two-bedroom units.
Anillo Toledo Lopez Architecture in Miami designed the project. Miami-based attorney Christopher Penelas represents the developer in the application. Haccoun said Paul Bloch and Alain Revah are partners with Monceau Real Estate in this project.
Developers file pre-applications to receive feedback from county staff before submitting official applications.
